Let me guess EMOVE Cruiser V2? First let me congratulate you on finding this early on before your scooter tried to kill you, like mine did me. It is indeed coming from the stem. There is a locking pin in the stem that keeps the bars/stem from turning when folded down. It's a terrible design, and is a known issue. Your steering will literally lock into a fixed position, so no turning for you. Mine came in traffic,it was pretty exciting. The fix Voro provides, remove the pin. The good news, your scooter won't try to kill you, the bad news, bars no longer lock into the straight position making this behemoth even harder to transport. Allegedly, there is an upgraded version being sent out. Apparently not to me though. I'm still holding my breath on the cruise control fix that's supposed to be being sent out to all of us Munson's that ordered the single motor version shortly after release. Good luck!
